Pre-Budget Discussion with Apparel Sector Stakeholders

A Pre-Budget Discussion for 2026 with apparel sector stakeholders was held on 11th September at the Presidential Secretariat, presided over by President Anura Kumara Dissanayake.

The Sri Lanka Chamber of Garment Exporters Secretary delivered a well-received presentation, highlighting the priorities and challenges faced by small and medium-scale apparel manufacturers.

President Dissanayake emphasized the government’s commitment to achieving growth targets by investing in essential infrastructure and ensuring every rupee is directed towards productive investments. He also noted that while tax concessions are needed, they will be granted in line with the country’s revenue situation.

Industry representatives appreciated the reduction of U.S. “reciprocal tariff” rates and requested further concessions. Key issues discussed included rising production costs, digitalization, the proposed Development Bank for SMEs, and the importance of supporting value-added apparel, which now makes up 55% of production.

The President instructed the Ministry of Finance to review the proposals and prepare an action plan. Senior officials and industry leaders, including the Chairman of the Export Development Board, also attended the meeting.
